All children should have reasonable geographic and financial access to cost effective, preventive and medically appropriate high quality health care services.

OCHA works with Ohio policy leaders and other stakeholders to create public policy in Ohio that focuses on quality, access, cost and population health issues. We work to protect and strengthen children’s health care in Ohio and ensure that reform is conducive to maintaining the critical network of children’s hospitals in our state.

Additionally, we are committed to protecting the charitable, research and teaching missions of non-profit hospitals and the associated community benefits by preserving their tax-exempt status.

  • OCHA member hospitals provide top-rate, high quality health care to all children in need, regardless of ability to pay.
  • One in three Ohio children rely on Medicaid for their health care coverage.
  • The Children and Covered Families population comprises 78 percent of Ohio’s Medicaid program and accounts for only 30 percent of the cost, with state Medicaid payments for this population below the national average on a per-member per-year basis.
