Heidi Gartland is Vice President, Government Relations at University Hospitals which includes Rainbow Babies & Children's Hospital and University Hospitals Case Medical Center. University Hospitals is the primary teaching affiliate for Case Western Reserve University School of Medicine. She is responsible for federal, state and local government affairs: community/external relations; community outreach/programming; child advocacy; and grant writing. Ms Gartland has worked for University Hospitals since 1994.
 
Several notable lobbying projects Ms. Gartland has worked on for University Hospitals include: Children's hospitals graduate medical education funding, Ohio Medicaid Supplemental Medicaid appropriation for children's hospitals, Hospital Care Assurance Program,  Medicaid managed care  expansions in Ohio, trauma legislation,  Medicaid CHIP  expansion for children in Ohio, Medicaid outreach/enrollment to the uninsured; state/federal  Poison Control funding; state funding for pulmonary hemosiderosis, and Certificate of Need (CON) Deregulation,
Ms. Gartland along with Lolita McDavid, M.D. were founders of a  501(c)3 organization, Voices for Ohio’s Children, a non-partisan advocacy group of over 80 public, not-for-profit and private sector organizations from the greater Cleveland area who share a mutual concern about the future of the community's children. Ms. Gartland also worked on the development of an early intervention and prevention project and obtained several million dollars in local, state, and federal funding to develop a community-wide response to Children Who Witness Violence. In collaboration with the East Cleveland School District and the Cuyahoga County Board of Health Ms. Gartland received the Immunizations for School Readiness Grant; over 800 children were immunized.
 
From 1989 to 1994 Ms. Gartland was Director of Health Policy for the Ohio Hospital Association. She is a policy expert in the areas of health care reform, Medicaid, Medicare, graduate medical education/teaching hospital issues, funding for the uninsured/Hospital Care Assurance Program, maternal and child health and the tax-exempt status of hospital. She is an advocacy expert in the following legislative and regulatory areas: federal appropriations, federal/state/local budget advocacy, state and federal Medicaid issues and Bureau of Children with Medical Handicaps. She has served on various state agency committees and effectively advocated for Ohio's hospitals. While at OHA she provided leadership in developing and implementing a 501(c)3 Foundation for Healthy Communities  which was initially funded by over $2 million in hospital contributions.
 
Prior to her work at OHA she was an Administrative Fellow at Illinois Hospital Association/Rush Presbyterian St. Luke's Medical Center in Chicago, Illinois.
 
She received a Masters in Health Administration from Ohio State University and a BA degree from the College of Wooster in Ohio.
 
Ms. Gartland serves on the Board of the Ohio Children’s Hospital Association, the Government Relations Representative of the Association of American Medical Colleges, Steering Committee and the Board of Friends of Ohio Hospitals and has previously serve on other Boards such as: Voices for Ohio’s Children, and the United Way Services Vision Council.  She has served on State of Ohio's Second Chance Trust Fund Board; Executive Committee for the Children Who Witness Violence Program; Co-Chair of the Finance Committee for the Cuyahoga County Access to Health Care Coalition; and served  as a member of the Ohio Family Violence Prevention Council of the Ohio Department of Job and Family Services. She also currently serves on the Board of Deacons at First Congregational Church of Hudson and has served on the Church's Board of the Children's Center, a preschool and day care center, and the Children's Education Board of the First Congregational Church of Hudson.  She and her family are members of this church.  She is currently a Girl Scout Leader of a  seventh  grade troop and is a member of the Hudson Women's Investment Club.
Heidi and her husband Dan have two daughters - Nicole and Julie and reside in Hudson, OH.
